Senior Quantity Surveyor - Qatar Rail

Senior Quantity Surveyor is accountable to evaluate all submissions for accuracy and recommend accordingly. Moreover he supports the Commercial Management Team, and specifically the Senior Commercial Managers, in administration of all cost management and reporting requirements on a specific project or section of works through management of individuals or groups of Quantity Surveyors managing at all times the interests of Qatar Rail and their stakeholders.

• Manage Quantity Surveying staff as individuals or groups in delivery of tasks directed by their peers or as a result of adherence to international best practice.

• Review and approve all submissions prepared by staff under their control.

• Drive best value from all Consultants, Contractors and Suppliers based on predetermined scope of deliverables.

•Ensure accuracy of all monthly applications including assessment of all Variations for accuracy in time and cost analysis.

Manage resources to ensure achievement of deliverables set by Senior Commercial Managers and to manage, review and approve the following tasks undertaken by staff under their control:

• To check and verify the accuracy of all monthly valuations of work in progress
• Prepare and monitor Contractors project cash flow forecasts
• Measure, value and negotiate contract variations as directed by the Commercial Manager
• Provide advice to project staff on commercial and contractual matters
• Provide assistance in drafting and review of project correspondence
• Commercial vetting of sub-contractor and supplier tenders and contracts
• Verification of Contractors monthly valuations and final accounts
• Ensure that commercial processes are adhered to at project level
• Review accuracy of all Tender Plans prior to issuing to Qatar Rail for approval
• Monitor indices for fluctuations in core materials identified in the Contract
• Assist in administration of all Provisional Sums
• Minute Commercial Meetings and distribute action lists

Where necessary cover absence of Senior Commercial Managers

• Check and approve the accuracy of all submissions for payment.

• Manage budgets and highlight in advance any risks to the project.

• Review and approve the accuracy of applications for expenditure of provisional Sums.

• Liaise with Qatar Rail Finance Department.

• Prepare presentations for delivery to senior management reflecting financial statusAbility to manage and mentor staff.

• Work well within a team based environment.

• Manage Qatar Rail core values in all external interfaces.

• Step up as required to cover absence Ability to clearly deliver information to peers in a manner that is readily understood and accurate giving said peers confidence to forward information following only a brief review.
