The Finance Controller is responsible of controlling large and complex construction projects by producing accurate financial controls and reports.
Finance Controller is accountable for monitoring and controlling financial matters related to projects and operations within Qatar Rail by applying latest financial & costing principles within overall policy framework of the company in order to make positive contributions in attainment of Qatar Rail business objectives, costs and timelines.
1. Acts as a business partner to the line departments and co-ordinate with Qatar Rail teams to prepare financial models, including helping with decision making, cost estimates, cash flow forecasts, budgeting, variance analysis, scenario analysis and risk assessment.
2. Maintains project cost breakdown structure.
3. Maintains accurate and up-to-date fixed asset register of the project.
4. Steers payment approval process and monitors the payment status of invoices of the project.
5. Ensures accurate preparation & reporting of monthly financial reports, cost estimation in strict accordance with deadlines.
6. Analyses and prepares commentary on results to all stakeholders.
7. Performs account closing activities including the calculation of the accruals.
8. Exercises financial control to optimize the project and operation cost and timelines.
9. Establishes and implement financial measures to enhance efficiency of the project and operations.
10. Maintains contact between finance, project management teams and all staff working directly or indirectly for Qatar Rail.
11. Ensures that all other departments look towards him for support & guidance in financial matters.
12. Ensures that relevant information is communicated to the project enabling the project to effectively carry out its functions.

Education:
• Bachelor’s degree in Accounting or Finance.
• Master’s degree is preferred.
• Recognised financial and accounting qualifications (e.g. ACCA, ACA, CA, CPA, CMA).
Experience:
• Minimum 5 years’ of experience
• Minimum of 3 years of practical experience in a similar position.
• Experience with project related systems and software
• Experience in working in international project environment
