Brief Posting Description
The head is required to ensure proper handover of the QNL building from CDP end of 2013 and for the overall development, planning and implementation of the QNL/QF facilities management support strategies, policies, processes and systems. He is responsible for facilities budgeting, planning and to ensure continuous operations and successful startup. He will be in charge of developing the SLAs scope with FM and support services and maintenance activities. This position is crucial for the library startup and operations.
Detailed Description
Planning
o Planning for future development in line with strategic business objectives; QNL 5 new branches to come
o Annual budgeting for QNL facilities to ensure continuous operations
o lead all FM business planning activities and contribute to QNL planning at a strategic level
Building handover
o Ensure proper successful building handover from CPD
o Ensure implementation of building checks and tests
o Ensure final update project documentation hand over
Move in to the building
o Manage logistics and coordination for moving books, materials and staff to the building
o Ensure arrangement of the books and library items as planned
o Develop plans moving to the building for staff, books, equipment’s to the building
o Coordinate with QNL management team move in plans as required
Operations
o Development and implementation of operational plans to ensure continuous operations
o Development and supervision of maintenance plans for facilities, equipment, utilities and infrastructure
o Work with TS and PS departments for collections management and ensure the collections are kept and displayed in appropriate environmental conditions
o Ensure planning for collections logistical needs and requirements
o Develop, scope and manage SLAs and third party contracts for facilities and maintenance
o Manage current and future QNL facilities, utilities and infrastructure
o Manage QNL FM team and supervise other FM teams from different parties once conducting activities on QNL facilities
o Provide technical advice as necessary to consultants and contractors for the operation of building services & systems
o Manage the relation with QF FM, HSSE and support services
o Develop and plan HSSE activities and ensure implantation
o Supervise QNL security team and develop security procedures and plans
o managing and leading change to ensure minimum disruption to core activities
o Establish and administer policies & procedures for FM and HSSE
o Ensure compliance with QF policies and procedures
o Directing and planning essential central services such as reception, security, maintenance, mail, archiving, cleaning, catering, waste disposal; etc…
o Ensuring QNL facilities meets health and safety requirements;
o Planning best allocation and utilization of space and resources for QNL facilities, or re-organizing current premises
o Checking and confirm that agreed work by staff or contractors has been completed satisfactorily and following up on any deficiencies;
o Using performance management techniques to monitor and demonstrate achievement of agreed service levels and to lead on improvement;
o Responding appropriately to emergencies or urgent issues as they arise
o Manage logistical requirements for books and library items, receiving, shipping, storage and warehouse, etc…
o Marinating and archiving of QNL facilities documentations and plans and ensure its up to date
o Prepare FM and HSSE reports quarterly
