JOB HIGHLIGHTS:
Under general supervision, the Senior Admin Officer ensures high level of performance and productivity by supporting the Admin Section. Responsible for career development, personal assessment, training and employee relations.
PRINCIPAL RESPONSIBILITIES:
A. In the area of personnel planning:
1. Works with the Departments and Office heads to forecast future staff requirements by organizational unit, skill category and period;
2. Keeps an up-to-date inventory of the Secretariat's staff and identifies both short-term and long-term staff requirements;
3. Assists the Head, Administration & Finance Department in keeping track of and planning the careers of high potential individuals;
4. Plans and co-ordinates inter-departmental staff moves to broaden the experience of high potential staff members;
5. Initiates organization’s design reviews and development to address to the evolving needs of the organization;
6. Coordinates analysis and design of the organizational units and posts;
B. In the area of staff development:
7. Initiates and recommends staff development plans – i.e. recruitment, career development, training and incentive programs to meet the Secretariat's requirements;
8. Works with the respective department and section heads to evaluate training requirements and develops/co-ordinates training programs to meet their needs;
C. In the area of personnel assessment and performance management:
9. Develops and recommends the details program and material to be used for performance appraisal, and trains supervisory staff throughout the Secretariat in the use of such material;
10. Prepares all material necessary for review by the Personnel Committee, including recommendations as appropriate and acts as secretary to the Committee;
D. In the area of recruitment and selection:
11. Works with the Head of the Department to plan and carry out an image building campaign to attract high caliber professionals;
12. Takes charge of identifying and screening candidates for all Professional Positions and assists the departmental head concerned in recruitment;
13. Reviews recruiting, training, and career development practices, and recommends changes as appropriate;
E. In the area of employment relations:
14. Follows-up with the Legal Officer employment legislation, including Qatar’s norms and regulations as relates to the status, privileges and immunities granted to the Secretariat Employees;
15. Co-ordinates resolution of employees’ conflict behavior and disputes; acts as secretary to the Disciplinary Committee;
16. Co-ordinates an administer provision of staff social securities and schemes in line with the GECF policies and procedures; acts as coordinator to the Medical Contingency Committee;
17. Plans employees engagement and motivation system;
18. Contributes to the organizational culture and well-being programs development;
19. Carries out any other tasks assigned to him/her by his/her relevant superiors as pertaining to his/her background, qualifications and position.
