Brief Description
Provide Techno-Commercial and Legal inputs in the process of Tendering & Contracts by interpreting the technical requirements of the end users and relating them to commercial and legal requirements and preparing a contract that meets all technical requirements, commercially sound and legally protects QF interests
Detailed Description
Ø Leads a team of Service Contracts Specialists to process the service requests of end users and convert them into contracts following the established tendering process
Ø Plans and manages daily operations to make optimum use of available resources to achieve prioritized goals
Ø Provides guidance to the end users in preparation of scope of work, bid evaluation criteria, cost estimate and price structure.
Ø Studies and understands the technical requirements of the end users and coordinates preparation of scope of work.
Ø Liaises with Legal and Finance Departments in relation to legal and commercial requirements.
Ø Determines pre-qualification criteria of tenders if required.
Ø Determines best suited tendering strategy based on the time schedule, scope and price.
Ø Guides the team in preparation of bidder lists based on the information available and by conducting market survey where necessary
Ø Organizes site visits, pre-tender meetings and provides clarifications.
Ø Liaises with the Tendering Committee throughout the tendering process
Ø Assists and coordinates technical evaluation.
Ø Prepares commercial evaluation based on sensitivity analysis, life cycle costing etc. and propose best available option.
Ø Prepares Tender Documents, determining suitable special terms and incorporating them in the tender documents where necessary
Ø Studies various options and prepares a negotiation strategy. Participates in negotiations.
Ø Obtains commercial clarification from bidders where required and performs commercial evaluation.
Ø Issues Letter of Intent
Ø Obtains and administers tender bonds, performance bonds, warranties etc. form the contractor
Ø Prepares and issues the contract.
Ø Studies and proposes price variations, extensions and amendments based on merit of the case and in the best interest of QF.
Ø Monitors contract execution in close coordination with the end users and recommend stage payments.
Ø Maintain strategic relationships with suppliers for the current and future needs of QF and ensuring to keep up to date with market trends.
Ø Assist in the evaluation of supplier performance against the set KPIs and make recommendations for corrective actions.
Ø Provides on the job training to National Trainees and new staff and guides and supports them in carrying out the tasks assigned to them
Ø Train and develop national staff to meet Qatarizaiton targets.
ØMonitor market trends for identified commodities/services to ensure best purchasing strategy is adopted.

The Head of Help Desk manages and monitors the department’s activities.
1. Responsible for assuring users are provided efficient and timely first and second level support on a 7x24 basis

Profile
